The Change to Hours
As most of you will know, Nova Scotia signed an affiliation agreement with CGA Canada and the other CGA provincial and international associations in the 1990s.
CGA Canada, through the National Professional Standards Committee (NPC) agreed to change the PD standard from Credits to Hours. This was to be consistent with the international standard as developed by the International Federation of Accountants (IFAC).
The 20 hours verifiable, and 20 hours non-verifiable meets the international standard and ensures that are members can enhance their mobility when we sign MRAs with such groups as the ACCA.
Changing Credit to Hours
One of the main challenges we had in the last year was to convert the records from the old administrative system to the new member-access system while changing from credits to hours and determining verifiable and non-verifiable. Frankly, the volume of records was overwhelming so we had to use a standardized formula that may, or may not, reflect an accurate conversion for everyone.
I encourage any Member who is concerned that the record is not truly accurate, to go and edit their historical record. It may be, however, that doing this revision is not particularly important or useful to you.
Going Forward
For the 2007 Report what will be looked at from an evaluation perspective is the hours achieved in 2007. In most cases, this will be sufficient for Members to meet the CPD requirement. If it is not, then we will offer two means of meeting the requirement:
1. Anyone short of hours can fill out an Action Plan on-line to explain how they will achieve their hours for 2008 as well as make up the short-fall from 2007.
2. If that does not deal with the issue, then we can look at the 2006 and 2005 reports to ensure that you have met the 3 year rolling average requirement.
The essential point is that we would like to ensure that Members are staying current in their knowledge, but if you are having difficulty let us know so that we can help solve the issue.
In addition, when you are using the on-line reporting system, if you see areas that would allow us to refine or enhance the reporting please let me know. I will be meeting with the designer in late April to look at revisions and would appreciate your input.
